You all know I can be quite skeptical of these, so I'm putting this out here as more of a question (for now) rather than an action item.

Starting on Page 267.

There are no quotes from the regulation in the article, only references to an unnamed source (always hurts credibility)'s interpretation of the regulation.

Has anyone heard anything further, or any more specific analysis of the regulation?

I haven't heard anything definitive, but back when Obamacare was before Congress, there was some discussion about the fact that certain language in the proposed bill would have resulted in what LSN describes above.

You didn't look to the report the article links off to? I did - its a big .pdf, over 600 pages, so I searched for abortion and found the section referenced pretty easily. What isn't there is the exact amount of $1. I think $1 is used as an example, not an actual figure. The rest of it is there at 156.280 "Segregation of funds for abortion services," starting at page 627.

If your plan covers abortion, you will pay your premium, and you will pay a separate fee, specifically for abortion services. Also in the new rule from HHS is that insurers may advertise their plan's cost using the premium only, excluding the abortion fee. It also states 'a QHP that provides for such coverage... must provide notice to enrollees, only... at the time of enrollment of such coverage.'

Everything in the paragraph you quoted is there in the new rule from HHS - except for the $1 example. It will be an amount, maybe 50 cents, maybe $5. It depends on the plan and how much it spends on abortion services divided by the number of enrollees in the plan.
