Jefferson sent men to men to Napoleon to negotiate the purchase of the city of New Orleans which was the city at the head of the Mississippi River. Instead, Napoleon offered the entire Louisiana Territory which doubled the United States's land overnight.
He needed the money for anticipated war in EuropeHe had seller's remorse afterward, realizing the U.S. got the better end of the deal at about 3 cents per acre.
