The House of Representatives is in essence half of the Legislature, with the other half being the Senate. Both halves must agree on any legislation including budgets which are inherently already limited in scope by the Constitution; e.g. an example: the annual budget is just that annual -a congress can not create a 5 year plan with a budget set in stone accordingly. Monies to be allocated must be deliberately reaffirmed and allocated each and every time.
As well, the House of Representatives is the sole body that can initiate spending; they control the purse strings...
IF there is no agreement between the House and the Senate -there is no money. If the President exercises his veto power in any agreement -there is no money. In essence, both the President and the Senate must compromise with the House.

Anything is possible now that the President no longer gets a free pass from an impotent legislature rubber stamp in his pocket; however, some things are more probable than others.
I myself imagine the primary victory will be seen through control of the purse. Metaphorically, by not watering the many socialist seeds planted. As well, by not allowing what seeds have managed to take root and blossom to be exploited; but rather, be left to wither on the vine. The socialists will not harvest much if any of the rotten fruit they hoped to. The end result of exploiting the crisis they took advantage of is their undoing -they over reached and now will become increasingly irrelevant...
America sees the progressive socialists for what they are, enemies of freedom. Americans now seek to take back the country. This is just the beginning, the House just has to hold the beachhead until 2012 -reinforcements are on the way and will be coming -waves of reinforcements hitting the beaches for years to come...
