Hope this takes off in all 50 states. If they can be given a tax exemption, then they are obviously* persons.

That's precisely the worry for Democrats, who are opposed to the bill. Of course, it doesn't help that the Republicans killed a $600/child tax credit a couple of years ago. Democrats are pointing to that as hypocrisy. Pot...kettle...black, as far as I'm concerned.

Conversely, since they are persons they can be charged a minimum federal tax!

It seems like it would only make a small financial difference to the state or the family. First of all, since only applies after the third month, it would only affect those who reached that three month mark in one year and the end of the pregnancy in the next.

How big of an exemption does Michigan grant for dependents? What are the Michigan income tax rates?
